Especially, read the part on the new DP licensing implemented in thsi version.  Installing DP 8.1 will give you 60-days of new licenses, much like a fresh install, but, during this period, you will need to obtain new licenses

You can install over the older version of 7.03

Please keep in mind that ther have been numerous problems reported with 8.1 that are currently being worked on.  If you are upgrading just for the sake of upgrading, I would advise against that until these problems are worked out, most likely after the first set of patches for 8.1
