'omnirc.tmpl' is a template file, containing many (but not all) of the environment variables that can be set. By itself this file has no effect
You either need to copy this file to a file named 'omnirc' or just create the file suing a Blank Notepad, or the UNIX 'touch' command, which would be my preference. This is because this file does not exist by default. Unlike nigil's suggestion, it is not a hidden file, but he is correct in saying that it has to be created
If you copied the 'omnirc' file directly from the 'omnirc.tmpl', you can make changes by finding what it is you want to change, and removing the # sign and the 'space' that follows, and adding the correct value, or, you can copy the line to the beginning or end of the file, and make your changes there.. If you choose to just start with a new 'omnirc' file, just copy the desired file over to the 'omnirc' file, and make any changes that need to be made

If making changes to the 'omnirc' file on Windows, the Data Protector INET service needs to be stopped and restarted
