You have 7 MSL librariees, each with 2 drives? What makes it confusing is your use of 'a', which implies 1 library
REgardless, you must have enough simgle drive licenses to match how many of those drives are going to be used simultaneously. So, if you had 7 x 2 + 4 = 18 drives, and you plan to use them all at the same time, you would need 18 single drive licenses. You get one license with your cell manager, so, in this scenario, you would need to purchase 17 more drive licenses
If you had these 18 drives, but, you only plan on using 6 of them at a time, for example, you could probably get away with 6 single drive licenses, but, things always change, so I would recommend buying asd many single drive licenses as you have drives
One library has 24 slots, another has 60 slots, your Cell manager license gives you the capacity of 60 slot libraries, so you would need no additional licenses for this. If you had a 72-slot library, you would need a 61-250 slot library license, for example
As far as this is concerned:

You need no additonal licenses for a File System backup, for the Application integration backups

You need one OnLine extension license for each SERVER where there is an Application Integration component installed. So, for example, you had the 4 Application Integration components installed on 4 different servers, you would need 4 OnLine extension licenses
For your VMware backups, the licensing situation looks cloudy, but, it appears that you will need an OnLine Extension License for each VCenter machine that you are backing up
If you have already installed DP, and are using the temporary licenses, you should be able to run
omnicc -check_licenses -detail
and this will tell you what you need. If you ahve not yet installed DP, you get 60-days of Temporary licensing to let you get your licensing needs straightened out
