IN a MOM environment, you can use the License server concept to move licenses from one cell manager to another, but, the simple answer is, you have to have enough drive licenses to cover the TOTAL amount of drives you want to run simultaneously, and I suspect that you don't
Regarding losing contact with the MMDB, I really can't comment too much on this without kowing what version of DP that you are using
