SCM = Service Control Manager
or maybe
Security Compliance Manager
This is Windows functionality, and has nothing to do with Data Protector
http://msdn.microsoft.com/en-us/library/windows/desktop/ms685150(v=vs.85).aspx
The SCM executable, Services.exe, runs as a Windows console program, and is launched by the Wininit process early during the system startup
My take on this is that it is designed to keep anything from being installed without the Administrator officially knowing about it
I don't know enough about Windows to tell you haow to work around it, except check your Services, you may be able to termporarily stop the SCM service
