Is there a way to create schedules using the command line?
No. On a UNIX based systems, you can run the backup from the 'cron' using the 'omnib' command. I am not aware of a corresponding function on Windows

Can you point multiple backups and datalists to the same schedule?
No... After a backup specification is created, or as it is being screate, you schedule it inside the GUI. This creates an ASCII file using the same unique filename as the Backup specification but in a different folder

Can you consistently get Data Protector to recognize a text file it did not create?
Most of the time, no... you can write pre-and post-exec scripts, and edit the Mount script, or the Notification scripts, but that is about the end if it
