The fact that you gfound the problem in Device Manager would lead me to believe the answer to your question is 'No', although you may want to consult a Windows expert about this. Things that are in the Device Manager are not under the control fo DP, so, from the DP side, there is nothign that can be done about this
Rebooting the server goes out and 'rediscovers' and missing devices, so I tend to think that this is the only way
