This usually happens when someone is installing components, and may say, for example "I might put SQL on this server in a while, so I will go ahead and add the component now"
Every Application Integration component installed requires an On-Line extension license. Application Integration is something like
Oracle
INformix
Sybase
MS-SQL
Exchange
Lotus Notes
and there are many more
In general, this Warning is not hurting anything, just irritating. I usually edit the cell_info file to remove Integratrion components that are not needed
