Eblyn,
You've helped me out before and you've done it again. That's exactly what I needed. Can't believe I haven't seen it mentioned on the other posts I referenced or even tried that myself, couldn't see the wood for the trees being in the way syndrome!
I was able to Telnet both ways anyway but the 'Run as Administrator' unlocked the door for me.
I think the issue I had was when re-trying I was removing the software through Windows, which I imagine leaves the config files in place. Running the Setup as Administrator and removing DP and the Config files cleared everything out. Another run as Administrator installed DP and imported to the CM, and started the INET service.
Whilst it hasn't totally resolved my issues it's taken a big chunk out of it and you have my thanks and gratitude.
Still not sure why I couldn't do it from the CM though when I'd already installed the client to 100+ other servers.
Anyway, recommend anyone who has had or are having similar issues try removing DP and Re-installing using the 'Run as Administrator' regardless if your Domain Admins or not, locally on the machine.
