I had same error with DP 7.00 client on Windows 7 with local installation (I ran setup.exe in client machine).
I tried several times and each time got message that installation process was cancelled by user.
Before each attempt I uninstalled DP and rebooted the machine.
Finally I managed to solve the problem:
1. Right-click on setup.exe and select Run as administrator (I am logged in as user who is member of administrators group)
2. Leave cell server empty.
Installer finished with success and windows firewall was filled with proper inbound rules for DP. Then I successfully imported client to cell manager and upgraded it.
