I suspect that Data Protector Cell Manager was installed on this system at one time, but was probably removed using Add/Remove Programs, which has been proven to sometimes leave some file remnants behind
You will need to reinstall the Data Protector Cell Manager. You don't state the Windows Version, so I will give instructions for both Windows 2003 and 2008
Make copies of
Program Files -> Omniback -> db40 Windows 2003
Program Files -> Omniback -> Config -> Server
or
Program Data -> Omniback -> db40 Windows 2008
Program Data -> Omniback -> Config -> Server
and put them in a safe place. Remove any remaning Data Protector folders
Program Files -> Omniback Windows 2003
or
Program Files -> Omniback Windows 2008
Program Data -> Omniback
Install Data Protector from your installation media. Once it is up and running, stop Data Protector, check for the existance of 'omnidbutil' and see that a CRS service is running; rename
Program Files -> Omniback -> db40 Windows 2003
Program Files -> Omniback -> Config -> Server
or
Program Data -> Omniback -> db40 Windows 2008
Program Data -> Omniback -> Config -> Server
and put the saved version in their place
