Little bit lost on what device you are trying to set up
    in the text you say "Dell ULT-3580"
    in one screen capture it shows "HP ULT 3580-HH5"
    and another screen capture it shows "IBM ULT3580-HH5"

Looking at the Dec 2015 HPE Data Protector 9.0x Device Support Matrix, for Dell devices I can only find
Dell PowerVault LTO-3 -60         Supported with 32 bit Windows
Power Vault ML6000 Series       Most Operating System
PowerVault TL2000                    Supported with 64 bit Windows

There are lots of entries for "3580" drives, but all IBM.
I'd say the Dell version is not currently supported by DP 9.0.

Other ideas

- For HP devices, they can be tested locally with Library and Tape Tools (LTT), maybe Dell have
equivalent software you could load on the Server and check that can see the devices OK?

- Does `devbra -dev` run on the server show the Robotic and Drives.

- If using "Autoconfigure", instead of using that, try configuring it manually.

If you need more help, suggest
Let us know the LTO type, eg. LTO 1-6, or whatever.
What OS are you trying to attach it to ? 32 or 64 bit OS ?
