You can try installing the client 'hrxpflexi.nbs.int' locally, from the Installation media, and importing it.

I found that this can also be caused by the presense of a firewall

While trying to install DP 6.1 remotely on a Windows 2008 Core client the following error message is received :

[Normal] Installing the Data Protector bootstrap service on client w2k8core32st.domain.com

[Normal] Starting installation on client x.x.x.x at יום שלישי 11 אוגוסט 2009, 13:07:22...

[Critical] [110:1025] Cannot connect the Data Protector bootstrap service on client x.x.x.x:

IPC Cannot Connect

System error: [10060] Connection timed out

Cause

Firewall was not disabled.

Workaround / Fix

Disable the Firewall on the Windows 2008 Core server with the following command:

netsh firewall set opmode mode=disable

or a breakdown in communications

Topic

Trying to update a Windows XP-client after patching the Installation Server ends unsuccessfully with:
[Normal]  Starting remote installation on client datev at Dienstag, 25. Mai 2004 13:32:09...
[Critical]  Cannot connect the Data Protector bootstrap service on the remote client:         IPC Cannot Connect         System error: [10060] Connection timed out.

Response

In this case, it was found that the department had actually taken the client offline and replaced it without informing the admin, resulting in a Data Protector cell still having this client available, despite the client not being online anymore.
