Firewall was not disabled.
Disable the Firewall on the Windows 2008 Core server with the following command:
netsh firewall set opmode mode=disable

In this case, it was found that the department had actually taken the client offline and replaced it without informing the admin, resulting in a Data Protector cell still having this client available, despite the client not being online anymore.
