All I could find on RETVAL*1030 ws a corner case, that is, a case for one specific occurrance of this error
Is your Oracle configuration using "Automatic Storage Management (ASM)". This is not often used, and normally, when doing a Zero downtime backup. When using ASM, a check is made if this is a ZDB, and if not, the '1030' error is thrown
This goes back to DP 6.21, so I don't know if this has any validity
A similiar problem in DP 6.20

was fixed with a test binary, with no explanation of what caused it
