To be certain i would need to see debug logs of SMIS on backup host. But my assumption is that problem is here:

  Host:    ESXHOST_15.FQDN

Please check on 3PAR that host "ESXHOST_15.FQDN" has the same name as it is seen in DNS. Also note the case sensitivity of hostname -> this was introduced with 9.07.
