we had a similar error and solved it by changing the following registry entry.....
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\SystemCertificates\AuthRoot\
change DisableRootAuth to ZERO, not 0x000000001
