I can report that a clean install of DP 8.1 and patch to 8.12 succeeds. This leads me to believe that either:
- my initial installation was awry
or
- there is something int the IDB that is causing the failure.

I will now attempt #2.
1. Clean install
2. restore IDB
3. patch to 8.12

Here is the process in more detail.

1. Shutdown services (omnisv -stop)

2. Manually copy the programdata directory

3. Run uninstall from Windows add/remove

4. Manually delete the program files/omniback and the programdata directories

5. Install DP A.08.10 (Jan 2014) version of DP.

- Execute from GUI using "Run as Administrator"

- Logged on to the system as the service account

- Service account is a local (non AD) account

- service account is a local administrator

- service account has user rights assigned (log on as a service, impersonate after auth, replace process token, act as part of OS)

- Install the following

* Cell Manager

* Installation Server

* Disk Agent

* General Media Agent

* Exchange 2010+ Integration

* SQL Integration

*VSS Integration

*Virtual Environment Integration

* StoreOnce Deduplication

6. Shut down DP services

7. Restore the following folders from the previous copies

- program data\omniback\config\server

- program data\omniback\db40

- program data\omniback\server

8. Start the DP services and verify functionality.

9. Install DP 8.12 (DPWINBDL_00812.exe)

- Execute from GUI using "Run as Administrator"

- Logged on to the system as the service account

- Service account is a local (non AD) account

- service account is a local administrator

- service account has user rights assigned (log on as a service, impersonate after auth, replace process token, act as part of OS)

See the results (TBA)
